On September 3, the official website of the Ministry of Industry and Information Technology announced the first batch of 50 companies that meet the 'Shipbuilding Industry Normative Conditions' white list, and Zhoushan Changhong International Shipbuilding Co., Ltd. successfully made the list. Following the establishment of white list thresholds for overcapacity industries such as steel, cement, and aluminum, the Ministry of Industry and Information Technology formulated and released the 'Shipbuilding Industry Normative Conditions' in November last year, clarifying more than 70 normative requirements across 7 chapters regarding shipbuilding enterprises' construction technical capabilities, technological innovation, energy conservation and environmental protection, and standardized management. These various access indicators create a high threshold, demonstrating the country's determination to strengthen the restructuring and classification of the shipbuilding industry and to resolve overcapacity. Shipbuilding companies apply voluntarily, and the list of companies announced will serve as a fundamental basis for obtaining bank credit, tax rebates for domestic sales of ocean-going ships as exports, subsidies for dismantling old ships, and other related policy support, guiding social resources to concentrate on qualified advantageous shipbuilding enterprises.
Zhoushan Changhong International, as a large private shipbuilding enterprise under Jiangsu New Changjiang Group, has successively built a 300,000-ton and an 80,000-ton dry dock gate, a 30,000-ton lifting floating dock, and a batch of large-scale tooling equipment such as 4048 gantry cranes since its trial production began in June 2011. Due to good hardware conditions and a long coastline, the company was very confident when applying for the 'Normative Conditions'. In April this year, the provincial ship association held a special meeting in Zhoushan, where Changhong International received the 'Review Guidelines' for the 'White List' and immediately organized a 'Kick-off Meeting for Changhong International's Application for Normative Conditions', forming a special team and issuing a plan for preparing application materials, thus officially starting the compliance certification work. In August, the review expert group conducted an on-site inspection of Changhong International's dry dock, wharf, and important facilities and equipment, as well as its modern construction capabilities, highly affirming the company's strong soft and hard power in ship production, as well as the completeness of the evaluation materials and the meticulous and serious preparatory work, ultimately passing the strict review by the expert group.
Being included in the 'White List' is a high recognition of the company's shipbuilding strength and a perfect display of the enterprise's image. Of course, it is both an opportunity and a challenge. As a newly established enterprise, Changhong International should transform pressure into motivation in its future development, seize the favorable opportunity of the gradually warming industry, and actively promote the improvement and enhancement of production conditions; on the other hand, for the company to be formal and to grow, it must keep pace with the 'White List' to achieve scientific management of modern shipbuilding models.
